What is ADAP?

AIDS Drug Assistance Programs (ADAP) use grant monies made available through Ryan White Treatment Modernization Act from the Health Resources and Services Administration (HRSA) to provide access to medications and medical care to eligible individuals living with HIV/AIDS.  ADAP assistance is available in all 50 States, the District of Columbia, Puerto Rico, Guam, the U.S. Virgin Islands, the Marshall Islands and North Marianas.  The ADAP in each State and Territory is unique in that it decides which medications will be included in its formulary, and how those medications will be distributed.

Louisiana AIDS Drug Assistance Program (LA ADAP)

 

Established in Louisiana in 1996, LA ADAP provides antiretroviral and opportunistic infection medication access assistance to individuals living with HIV/AIDS throughout Louisiana.  LA ADAP provides this assistance to financially eligible individuals who do not have third party medication coverage including private health insurance and Medicaid.

 

What medications are available through LA ADAP?

 

The Louisiana ADAP formulary (included in the LA ADAP Guidelines above) includes all FDA approced nucleoside/nucleotide reverse transcriptase inhibitors (NRTIs), protease inhibitors (PIs), non-nucleoside reverse transcriptase inhibitors (NNRTIs) and fusion inhibitors (FI) used to treat HIV/AIDS.  In addition, on February 1, 2008, in order to maintain compliance with the US PHS guidelines for Treating Opportunistic Infections among HIV-Infected Adults and Adolescents, Louisiana ADAP expanding it’s formulary to include 31 medications recommended for the prevention and treatment of Opportunistic Infections (OIs).  

 

Current Eligibility Criteria for Louisiana ADAP:

1.     Documented HIV infection;

2.     Documented Louisiana residence, US CITIZENSHIP NOT REQUIRED;

3.     Annual household income at or below 300% of the Federal Poverty Level;

     $32,490 annually for a household of one; $43,710 annually for a household of two

     Household is defined as those related by blood or legal marriage living in the same dwelling.

4.     No third party provider for services  listed on the current Louisiana ADAP formulary;

     Third party providers include but are not limited to Medicaid, Medicare, individual

     and/or group insurance, COBRA and LA Health Plan.

5.     Current prescription or order, written by a licensed physician, for services listed on the LA ADAP formulary;

6.     Financial assets not exceeding $4,000, excluding one (1) house and one (1) car.

How do I enroll in ADAP?

Individuals can enroll in Louisiana ADAP through one of the processes below.

1. The LSUHSC Medical Center Patient Registration Process      

Individuals who receive their HIV related medical care through one of the 10 LSUHSC Medical Centers (public hospitals) in Louisiana must complete the medical center’s patient registration process and Medically Indigent Application to determine their eligibility for programs providing assistance with medical care and medication costs, including Louisiana (LA) ADAP. If deemed eligible for LA ADAP, LSUHSC Medical Center patients can receive LA ADAP covered medications and diagnostic laboratory test through the medical center pharmacy and lab, at no out of pocket cost. 

2. The Louisiana ADAP Enrollment Application (private ADAP)

Individuals who receive their HIV related medical care through a private clinic or clinician; which is any medical care provider other than an LSUHSC Medical Center, including Ryan White Parts A or C clinics, must submit a Louisiana ADAP Enrollment Application,  referred to as “private ADAP” to determine if they are eligible to receive services through LA ADAP.  Applications must be complete and must include the clinician and applicant’s signatures and all required supporting documentation. 

Who is not eligible to enroll in ADAP?

Individuals with a third party provider, including Medicaid, Medicare, individual and/or group insurance, COBRA and LA Health Plan, that provides coverage for LA ADAP services are considered ineligible for Louisiana ADAP.  These individuals may be eligible for a Ryan White Part A insurance assist program and should contact their case manager or social worker to find out more.

ADAP and Medicare Part D

 

Individuals who have Medicare Part A and/or B (Medicare Beneficiaries) are eligible for Medicare Part D Prescription Drug Plans (PDP) and are required to apply for Low Income Subsidy (LIS), also called “Extra Help”, and sign up for a Medicare Part D PDP in order to access Ryan White Part B medication and/or insurance assistance programs in Louisiana. 

If medication assistance is needed while waiting for an LIS determination letter individuals who reside in the New Orleans EMA and Baton Rouge TGA, should access the Ryan White Part A medication assistance in their area.  All other individuals should contact their case manager or social worker to access any available assistance.

If a Medicare Beneficiary’s application for LIS is denied, they may be eligible for assistance through LA ADAP once they enter the Medicare Part D gap or “donut hole”.  The LIS denial letter MUST be provided to LA ADAP for assistance.
