Co-Payment and Deductible Assistance Program (CDAP)

Contents of this area:

The Co-payment and Deductible Assistance Program (CDAP) provides financial assistance to individuals covered by private insurance, as well as Medicare and Medicaid recipients, to assist in the payment of health insurance co-payments and deductibles.

Established in Louisiana in 1999, CDAP uses grant monies made available through Ryan White HIV/AIDS Treatment and Modernization Act of 2006 Part B funding.  CDAP funding sources are a combination of grant monies earmarked for the AIDS Drug Assistance Program (ADAP) and the Health Insurance Continuation Program (HICP).

Who is eligible for CDAP?

In order to be eligible to participate in CDAP, an individual must:

·          Be HIV infected

·          Have an annual household income of less than 300% of the federal poverty guidelines

·          Have less than $4,000 in assets, excluding ownership of a residence and/or car

How are CDAP funds used?

The intent of CDAP is to assist low-income, HIV-infected individuals who have existing health insurance coverage through Medicare, LA Health Plan, COBRA or a private insurance policy by providing additional funds for payment of insurance cost shares (co-payments) and deductibles.  These cost shares and deductibles may apply to outpatient physician/dental visits, lab work and medications.

Funds available through the program may not be used for over-the-counter medications, vitamins or nutritional supplements.

Who is not eligible for CDAP?

Funds for CDAP are available to eligible participants throughout the state, with the exception of residents living in DHH public health Region I.

Individuals residing in DHH public health Region I, which includes Orleans, Jefferson, St. Bernard and Plaquemines Parishes, may be eligible to receive Ryan White Part A funds for assistance with cost shares and deductibles.
