    Services Detail

    The New Orleans Adolescent Hospital (NOAH) Community System of Care provides hospital- and community-based mental health services for children and adolescents from all across Louisiana with serious emotional and behavioral problems. Also, NOAH provides acute inpatient services for adults.

    Inpatient Program

    NOAH is a 35-bed psychiatric hospital providing acute care to children, adolescents and adults. NOAH is JCAHO accredited and CMS certified.

    Child and Adolescent Services

    There is currently one 15-bed combined child and adolescent acute inpatient unit. Services provided include various therapies: milieu, psychotherapy, psychosocial skills groups, health education, medication management, family education, activity therapy and academics.

    Special School District

    School services are provided on campus by a joint venture between the Office of Mental Health (OMH) and the Department of Education to provide on-site education for grades K-12. The program is directed by a school principal that administers the on-site program and coordinates the daily operations.

    Transitional Program

    NOAH operates a transitional outreach program for moving children/adolescents back into the community after discharge. Patients that meet criteria are discharged from the inpatient program and return to the unit on a daily basis for continued treatment. The program operates Monday-Friday, 8 a.m. – 3:30 p.m.

    Community and Crisis Services

    The following is a brief description of child and adolescent outpatient and crisis oriented clinical services that are available within the NOAH system.

    Existing Outpatient Clinics

    1.                  The Central City Mental Health Clinic (not to be confused with the Metropolitan Human Service District’s, CCMHC) has been opened since October 2005. It is currently running Monday through Friday (9:30 a.m. to 6 p.m. Monday through Thursdays; 8 a.m. – 4:30 p.m. on Fridays). Its phone number is 504-897-4672.It is currently housed at NOAH, 210 State Street, New Orleans, LA 70118. The clinic will move to a new site in the fall of 2008. That address will be:  The Marine Building, 3308 Tulane Ave., Third Floor; New Orleans, LA 70125 (at Tulane and Jefferson Davis Blvd).

    2.                  The Algiers Mental Health Center Satellite was formerly at a site on General Meyers Blvd.  The clinic is presently running temporarily at NOAH, 210 State Street, while a new site on the Westbank is selected. Its hours are 8 a.m. – 4:30 p.m.; Monday through Friday. Its phone number is 504-897-4654.In the interim, some services to the Westbank may be served via our soon to be commissioned Mobile Clinic (see below)

    3.                  The Chartres-Pontchartrain Mental Health Clinic. On October 16, 2007, we reopened a third mental health clinic. It is in addition to our already existing Central City (897-4672) and Algiers Mental Health Clinics (897-4654). The Chartres-Pontchartrain Clinic is multidisciplinary and includes child and adolescent psychiatry, social work, and psychology. It is open Monday through Friday from 8 a.m. – 4:30 p.m., which are the hours of the adult psychiatry program. Its phone number is:  504-942-8326.     4.                  NOAH ARC (a Resource Center) Mobile Clinic. The grant funded mobile clinic serves Plaquemines’ Parish in coordination with the Plaquemines Care Center and the Venice-Boothville Elementary School. Other sites will be determined in the near future such as the St. Bernard Mental Health Center Satellite.

    Satellite Sites

    1.      St. Bernard Mental Health Center Satellite. The staff from the Algiers Mental Health Clinic will spend one to two half days per week in a satellite site in St. Bernard Parish. The site will be served via our mobile clinic in the Walmart Shopping Center Parking lot. We will expand our time at this site as needed to deal with the unmet mental health needs in St. Bernard.

    2.      New Orleans East Mental Health Center Satellite. The staff from the Central City MHC will spend one to two half days per week in a satellite site in New Orleans East.  The clinic will be located in offices at the current Metropolitan Human Services District adult clinic, which is housed in a fixed trailer site in the Abramson School parking lot. This program, like that in St. Bernard, will expand to meet this area’s needs.

    Crisis Intervention Service

    The Crisis Intervention Service, better know as the CIS, reopened in September 2007. CIS was a model crisis program before Katrina, consisted of 24/7 services, the capability to follow-up with families in crisis for seven (7) days, a four (4) bed “step up”, crisis respite program, and an 800 crisis line for the bottom half of the state. Our goal is to recreate this prior system of care. We have begun this process by opening the CIS during daytime hours Monday through Friday, 8:30 a.m. – 3:30 p.m. for walk-ins. The phone number is (504) 897-4769. Hours will be expanded from 8 a.m. – 11 p.m. with Saturday and Sunday daytime hours, as we are able to hire staff. We ultimately plan on going towards a 24/7 status.

    The Child and Adolescent Response Team (CART), a family centered and child/adolescent focused crisis response program contracted through Family Service of Greater New Orleans was started June 2008. The CART program with its 800 number (1-800-248-1152) works in conjunction with the CIS.

    Crisis Respite Program

    This program is slated to reopen in the fall of 2008. The plans are for the new Crisis Respite Program to be six to eight child/adolescent beds with two of the beds available for Office of Youth Development (OYC) clients.

    Adult Services

    There are currently two acute psychiatric inpatient units for adults at NOAH with a combined capacity for 31 patients. These inpatient units serve adults from the New Orleans metropolitan area, neighboring parishes and other parishes throughout the state. The Adult Services Inpatient Program is the only public OMH hospital program classified as “Co-Occurring Disorders Capable” able to service individuals with both mental illness and addiction, places great emphasis in recovery, crises planning and discharge planning. NOAH also operates the Partners in Community Care (PCT) Program that provides intensive outpatient case management and skills training services for adults with severe and persistent mental illness to help with the transition between the hospital and the community. The program mission includes reducing the frequency of hospitalization and crisis situations.

    Training Facility

    NOAH is a major training site for numerous disciplines including LSU general, CAP residents, and medical students, and Tulane general residents and medical students.
