The Undersecretary directs the Office of Management and Finance and manages the department's $6.8 billion budget. The Undersecretary also oversees the Medicaid program, as well as the administrative divisions with departmental responsibilities for budget preparation, financial forecasting , research and planning, purchasing, personnel, training, contracting, program evaluation, quality assurance, payment management, accounting, data processing, strategic and operational planning and architectural and engineering services.
The following is a list of the administrative operations of the Office of Management and Finance:
Bureau of Health Services Financing is the administrative operation responsible for the Medicaid program. Medicaid is the public insurance program which provides health care services to the elderly, disabled and low-income persons. Funded by both federal and state governments, Medicaid provides medical benefits such as physician, hospital, laboratory, x-ray, and nursing home services; optional programs include services such as pharmacy and intermediate care facilities for the mentally retarded (ICF/MR). Medicaid also provides funding for all Home and Community-Based Services (HCBS) otherwise known as waiver services.
Bureau of Appeals provides for fair hearings for persons to whom Medicaid covered services have been denied, suspended, reduced or terminated. Appeals also conducts hearings for Medicaid providers such as nursing homes, home health agencies, and other health care providers whose Medicaid/Medicare licenses have been suspended, terminated or denied; provider payment disputes may also be heard.
Division of Planning & Budget develops, prepares and manages the department's budget and strategic planning process.
Division of Health Economics provides economic analyses, forecasting and financial research and planning for the department, particularly in regard to the Medicaid program.
Division of Fiscal Management performs the payment management, financial reporting and accounting functions for the department.
Division of Human Resources, Training and Staff Development develops and carries out departmental personnel management functions, including payroll, training and staff development.
The Division of Information Technology provides technical support and data management for the department.
The Deputy Undersecretary reports to the Undersecretary. He oversees the following:
Division of Engineering and Architectural Services reviews construction plans for conformance with state licensing laws and the State Sanitary Code for Departmental facilities and develops the Department’s construction requests for funding each year.
Division of Contracts and Procurement Support provides contract and lease management services, procure goods and services for DHH offices, and provides property control, telecommunications, mail room, copier management and vehicle management functions for the office.
Health Education Authority of Louisiana plans, acquires and/or constructs facilities within a ten-mile radius of the Medical Center of Louisiana -- New Orleans (formerly Charity Hospital) and provides for the financing, usually through revenue bonds, of such projects. The Authority is also responsible for the operations of a parking garage and day care center in the New Orleans medical complex.
Contract Review Committee, originally under authority of Act 998 of 1997 (Commission for the Review and Improvement of Services Procurement [CRISP] Act), a Contract Review Committee was established by DHH to review all contracts for compliance with statutory and policy requirements.
