Bureau of EMS

  • Developed database of EMS volunteers for bio-terrorism response, vaccination program, and strategic stockpile distribution project.
  • Published administrative rules to govern disciplinary proceedings for EMS Certi-fication Commission.
  • Sponsored multi-disciplinary consensus meeting to address rural health issues such as diversion, inter-facility transports and reimbursement.
  • Served as training staff and EMS management for state DHH special needs shelters.
  • Sponsored statewide CISM Program and 1-800 Hotline.

EMS for Children

  • Held multi-disciplinary Children's Summit on preparing families for disaster and response to acts of terrorism.
  • Initiated state Risk Watch program along with coalition team members from the Department of Education, State Police, State Fire Marshall's office and health communities; piloted in 200 classrooms.

AED Program 

  • Participated in legislation and program development of Public Access Defibrillation through special project "Sauner un Coeur" - "To Save a Heart" and CPR/AED in schools pilot projects.
  • Create or increase collaboration with rural emergency care providers and rural health care systems with CPR and AED's into areas that have difficulty accessing care in a timely and efficient manner.
  • Increase the availability of early defibrillation in rural parishes throughout Louisiana (see Rural Access to Emergency Devices application under Publications).

Special Program

  • Initiated the Trauma Coalition and Governor's Trauma Task Force by executive order.
  • Initiated special Geriatric EMS program to address healthcare needs of aging "Baby Boomers".
  • Initiated statewide pre-hospital stroke education program utilizing the Miami Stroke Scale.

Education

  • One of the first states in the nation to foster the School to Work Program teaching First Responder and EMT Basic courses to junior and senior high school students in over 70 schools.
  • Trained and certified over 400 EMS instructors and developed and implemented the web-based application for instructors.
  • Established a state system for accreditation of Paramedic programs.
  • Transitioned from statewide National Registry testing to one centralized permanent test site for practical skill stations.

Louisiana's EMS Ranking

  • At least 80% of Louisiana candidates successfully complete the national certification exam with many tests scores well above the national average.
  • There is strong recognition of Louisiana as a leader among the 44 states in the National Registry (The Bureau of EMS Director sits on the National Registry of EMT's Board of Directors.)
  • Louisiana has been in the forefront of implementing new national curriculums and has been chosen on numerous occasions to pilot new programs and delivery systems such as distance learning.
  • Louisiana has strong EMS community involvement in such areas as the Task Force and subcommittees, rural health and ambulance association partnerships and strong involvement with other state agencies such as the Department of Transportation and Development, Louisiana Highway Safety Commission and State Department of Education.
