Louisiana's Statewide Partnership to Reduce the Burden of Asthma

In January 2007, the Louisiana Department of Health and Hospitals (DHH) Bureau of Primary Care and Rural Health Chronic Disease Prevention and Control Unit established the Childhood Asthma Surveillance Collaborative under a $50,000 grant provided in 2005 by the U.S. Environmental Protection Agency. This grant was awarded to Louisiana to establish a pilot surveillance system to evaluate childhood asthma complications in both East Baton Rouge and Pointe Coupee Parishes. This pilot would serve as a first step in establishing a statewide surveillance system that will analyze and track the burden of asthma, as well as environmental factors that contribute to asthma.

To drive this objective of the grant, the Louisiana Chronic Disease Prevention and Control Unit¡¯s Asthma Program created an organized statewide working group to establish a burden report for Louisiana and organized pockets of activity into a comprehensive and coherent approach. Upon the completion of the EPA pilot surveillance system grant, the Louisiana Asthma Surveillance Collaborative (LASC), formally known as the Childhood Asthma Surveillance Collaborative (CASC), was created to continue providing guidance and assist DHH in assessing, evaluating, and determining correlations among current Department of Environmental Quality (DEQ) data, Louisiana Hospital Inpatient Discharge Database (LAHIDD) data, and emergency room data regarding asthma triggers and asthma related ER visits.

The LASC also was charged with assisting DHH with developing a report that would describe the burden of asthma among children in Baton Rouge and surrounding areas. The goal was to use information gained to train primary care providers in best practices and reduce emergency room use along with educating policy makers, key stakeholders, asthmatics and/or their caretakers.

Through the process of convening the LASC at the state level, key data elements necessary to drive a surveillance system have been identified as possible sources of information. The LASC has established a data system based on the following areas:

  • Prevalence
  • Quality of Life and Asthma Management
  • Incidence
  • Mortality and Morbidity
  • Disease Management
  • Environmental Triggers

Louisiana will focus on the following Healthy People Objectives for Asthma:

  • Reducing hospitalizations for asthma
  • Reducing school and work days missed by persons with asthma due to asthma
  • Increasing the proportion of persons with asthma who receive formal patient education, including information about community and self©\help resources, as an essential part of the management of their condition.

Next Steps of the LASC:

The group prioritized its efforts into a core group and five working groups that continue to drive the vision and mission of the state¡¯s asthma program around the aforementioned priority areas. These priority areas established the foundation for a planning process to address the burden of asthma in Louisiana. As a result of the inclusive planning process, the Louisiana Department of Health and Hospital¡¯s Asthma Management and Prevention (LAMP) Program, the LASC, and the American Lung Association of Louisiana completed the 2009 Louisiana State Plan to Address the Burden of Asthma. Next steps are to assist in developing a comprehensive asthma program that focuses on asthma education, policy, and systems changes at all levels.

Next, the LASC along with the state asthma program will provide oversight of the Asthma Regional Coalitions and the implementation of the five year state and under the cooperative agreement with the Centers for Disease Control and Prevention.
