January 31, 2014
In response to HR 176 of the 2012 Regular Legislative Session, the Louisiana Department of Health and Hospitals (DHH) submits the attached report regarding the quantity of behavioral health treatment, including both mental illness and substance abuse from the hospitals and behavioral health treatment facilities in behavioral health services regions 6, 7 and 8.

House Concurrent Resolution No. 122 called upon the Department of Health and Hospitals (DHH) to develop a Section 1115 Research & Demonstration waiver to submit to the Center for Medicare and Medicaid Services (CMS) that would allow the use of costs not otherwise matchable (CNOM) authority to receive federal matching funds for designated state and local health programs and to reinvest unencumbered state funds into the Medicaid program. As a response to this resolution, the Department consulted with experienced consultants, other states, and Louisiana provider organizations to determine what the best process would be to fulfill its intent.

The Department of Health and Hospitals (DHH) submits the attached response to SR 175. SR 175 directed DHH to study the most effective means by which to ensure open access to HIV/AIDS and hepatitis C medications for persons enrolled in the Medicaid managed care program known as “Bayou Health” and to submit its findings of the study to the House Committee on Health and Welfare.

The Department of Health and Hospitals (DHH) submits the attached response to HR 164. HR 164 directed DHH to study the most effective means by which to ensure open access to HIV/AIDS and hepatitis C medications for persons enrolled in the Medicaid managed care program known as “Bayou Health” and to submit its findings of the study to the House Committee on Health and Welfare.

The charge of Act 212 of the 2013 Regular Legislative Session was to provide transparency relative to Medicaid managed care programs. Within the Office of Behavioral Health (OBH), this involves the Louisiana Behavioral Health Partnership (LBHP) and its included Coordinated System of Care (CSoC). To manage the LBHP, inclusive of CSoC, Magellan Health Services of Louisiana, Inc. (Magellan) was selected to administer the program as the statewide management organization (SMO). This report outlines responses to the requests made by the legislature in Act 212 relative to Magellan's management of care within the LBHP and CSoC.

In response to SCR 42 of the 2013 Regular Legislative Session, the Louisiana Department of Health and Hospitals (DHH) submits the attached response. SCR 42 directed DHH to facilitate public-private collaboration with families and communities to increase maternal and infant nutrition awareness.

The Department of Health and Hospitals (DHH) has prepared the attached report in response to SCR 111 of the 2012 Regular Session. SCR 111 directed DHH to consult with appropriate state entities and healthcare stakeholders based on the United Health Foundation’s America’s Health Rankings twenty-three measures and to prepare and submit a report to the Senate and House Committees on Health and Welfare that addresses raising Louisiana’s health ranking to thirty-fifth within the next ten years.

HR 138 requires DHH to submit a report to the House of Representatives regarding the feasibility of establishing a chronic disease database in Louisiana on Chronic Care Management in the Community.
