The Department of Health and Hospitals (DHH) has issued the Requests for Proposals (RFP) for Coordinated Care Networks (CCN). DHH issued two separate RFPs, one for the CCN-Prepaid (CCN-P) model, and one for the CCN-Shared Savings (CCN-S) model. DHH will administer CCNs for Medicaid using both models, which will be implemented simultaneously. Insurance companies, shared-savings entities and other capable groups are welcome to submit proposals to operate a CCN, and through this competitive procurement process, the state will select the best-qualified entities to provide services for the Medicaid and LaCHIP recipients who will enroll in a CCN.

The purpose of this RFP is to solicit proposals from qualified external quality review organizations (EQRO) to perform readiness reviews and undertake external quality review (EQR) activities consistent with federal regulations for Louisiana’s Coordinated Care Networks. The Coordinated Care Networks will consist of two models: Coordinated Care Network-Shared Savings (CCN-S) model and Coordinated Care Network-Prepaid (CCN-P) model. The EQRO will provide analysis and evaluation of aggregated information on the CCNs’ quality, timeliness, and access to certain Medicaid covered health care services. DHH anticipates having two (2) to three (3) CCN-P entities and two (2) to three (3) CCN-S entities in each of three (3) Geographic Service Area (GSA)s. The Contractor will provide services in all GSAs to all CCN-P and CCN-S entities.
