Winnsboro Mental Health Clinic is an outpatient psychiatric facility that services chronically an persistently mentally ill adults and severely emotionally and behaviorally disturbed youth age 5 and above who reside in Franklin Parish and who meet the target population criteria. Services provided by the Winnsboro Mental Health Clinic include: Screening and Evaluation, Individual and Group Therapy, Medication Evaluation and Management, Coordination of admissions to state inpatient psychiatric facilities and referral to other agencies.
Fees are based on a sliding scale and Medicaid, Medicare and private insurance are accepted.
A part-time outreach clinic is also maintained in Columbia to serve the residents of Caldwell Parish.

Examples of programs include: supported housing, employment, transitional living, residential, respite services, consumer care resources, transportation, case management, intensive outpatient, crisis services for children, Crisis Intervention Training program and others. From the East (Newellton): Drive West on LA. Hwy 14 (Main St.) to Locust St. Turn left and go 1 block to Adams St. Turn right 1 block to Landis. The Clinic is on the corner of Adams and Landis.

From the North: Drive South on US 165 to the stop light. Turn left on LA. Hwy. 4 East then immediately turn right into the parking lot of the clinic.
From the South: Drive North on US Hwy. 165. Cross the Ouachita River Bridge to the next stop light. Turn right at the light on LA. Hwy. 4 East and then an immediate right into the parking lot of the clinic.
From the West: Drive East on LA. Hwy. 4 to US Hwy. 165. Turn left on US Hwy. 165. Cross the Ouachita River Bridge to the next stop light. Turn right at the light on LA. Hwy. 4 East and then an immediate right into the parking lot of the clinic.
